What is OONP (Operations Over or Near People)?

OONP refers to drone operations that occur directly over or within a close proximity to people who are not directly involved in the activity. These types of operations are considered higher risk due to the potential for injury in the event of system failure, and are therefore restricted under standard regulations unless specific approval is granted.

Do I need approval to fly over or near people?

Yes. Under both CASA (Australia) and CAA (New Zealand) regulations, drone flights over or near people require special approval, often through a ReOC variation (AU) or Part 102 certificate (NZ). This approval process includes submitting a detailed safety case and demonstrating how risks will be mitigated to an acceptable level.

What types of operations typically require OONP approval?

OONP approvals are commonly required for drone operations at:
